+1 on this. This is especially annoying when in packs of more than two. Each takes his time doing curls or benching in the squat rack, then they chat for a while, repeat.
This leads my other gripe..
using the squat/power rack for stupid stuff like curls or benching. Okay, I'll admit to the latter on occasion, since I lift solo and it's nice to have a safety for the heavy sets, but if you have a spotter, c'mon.. I also try not to do multiple exercises in my gym's only power rack back-to-back. I'll do my sets of, back squats, then move on to something else, allowing another person to use the rack for a bit, then I'll return once they're done and do front squats. I wish people would extend the same courtesy.
