I can see adhering to the rule of zero tolerance......but the punishment itself should be individuated according to the implement. A Scouts eating tool would be confiscated at any airport here in North America, but that doesn't mean anyone would be going off to prison for posessing a Scouts survival implement.....seems common sense to me that the parents should have been more aware of, instead of setting this kid up for all this silliness.....just my
