If you're referring to heart rate beats per minute, have a read of
this thread. Calculate your maximum heart rate and plan your exercise to 75-85%.
130 sounds a bit low unless you're approaching a very old age.
I've been doing high standard cardiovascular fitness exercise for approaching 25 years now, mainly through rugby, and my heart-rate very rarely goes below 160 when I'm mid-activity. Nothing wrong with that and I'd be concerned if it did drop below that.
