Would need a little bit of clarification. Does she want a workout that focuses on her arms or would is she happy with the rest of her workout and needs to add something for her arms.
I would say that just doing an arm workout is negecting the other parts and that isn't good.
A Simple upper body workout with focus on the arms would be:
Bench press - Chest, shoulders, tri's
Incline Flye - Chest, shoulders, tri's
Dip - Tris, shoulders, chest
Tricep Kickback - Tris
chinup - Back, Bi's
Bent over row - Back, Bi's
Standing curl - Bi's
Lateral Raise - Shoulders
Thats an option as it hit from different angles plus gets the othe upper body muscles too

i agree with the other dudes, need to know if this is in addition to a current workout plan or no workout plan at all.
As far as toning, i hate that term, it doesn't exist, no such thing.
You are either building muscle, losing muscle, or maintaining muscle. To see the muscle underneath, you have to drop body fat, period.

I would get her to balance her workout maybe upper then lower but for an arm exercise choice I say to def add a compound then isolated so like tricep dips then kickbacks with db after or for biceps go with chins or horizontal chins then hammer curls.
Do you want shoulders too? I guess its a matter of streamlining the goals in order to apply the correct program.....the posts above cover this nicely.
