I echo what Forbb said above. She has to clean up her diet if she expects to see any results.
Aside from diet, she need to do cardio, and a lot of it! Cardio burns more Calories than weightlifting, so she should try to progress herself into doing it (start off slow and easy, then over the next few weeks/months as she improves, increase the duration/intensity).
She should also do some weight training, since she says she wants to "tone up." I think it would be best for her to do a Circuit Workout, where she works out on different machines/stations at a constant pace to keep her heart rate up the entire time.
